• Persuade the people that science, art, scholarship and learning are the purlieu only of a corrupt and effete elite.

Method:

• Lest the people remember a time when this was not true, bury history under heritage .
• Make sport a state religion.
• Promote consumption over mental activity.
• Substitute celebrity for achievement, quizzes for debate, rote learning of trivia for cultivation.
• Reward the philistine, penalize the non-conformer.
• Ensure that children are bullied if they show evidence of independence.
• Deny the existence of society except as a collection of consumers.
• Brand effort as eccentric, unless it be commercial.
• Sow mistrust of professionals by imposing regulations that deny them room to act.
• Undermine science by promoting pseudoscience, and by burying peer-review under publicity.
• Blame science, rather than greed, for the despoliation of the habitat.
• Ensure that the fourth estate re-inforce these strategies, until lies become truths. Reward the media according to their success in this.
